Two more D'Iberville rules change how a job is built. Below the Design Flood Elevation the city requires flood resistant materials for interior walls, ceilings and floors, and prohibits mechanical, electrical and plumbing devices from being installed down there at all. Standard paper faced drywall is not a permitted finish.
Enclosed areas below that elevation need at least two flood openings on opposing walls, totalling at least 1 square inch for every square foot of footprint, with the bottom of each opening no more than 1 foot above the finished floor. Closing in a carport here is a vent arithmetic problem before it is a framing problem.
